Job Description

Required Qualifications (as evidenced by an attached resume):
Bachelor's degree (foreign equivalent or higher). Five (5) years of full-time investigative experience in the field of Title VI, Title VII, Title IX, or labor relations/employment.

Preferred Qualifications:
Master's degree (foreign equivalent or higher) or Juris Doctor degree (or foreign equivalent). Experience conducting investigations on issues of alleged discrimination, issues related to Title VI, Title VII and/or Title IX. Experience conducting investigations using the Civil Rights model of investigation or certification for Equal Employment Opportunity Professional. Experience working within higher education, public sector, or unionized setting. Experience interpreting federal and state equal opportunity laws and regulations.

Brief Description of Duties:
Under the general supervision of the Director, and in consultation with the appropriate offices such as Human Resources and Counsel's Office, the EEO Investigator investigates and resolves allegations that are filed. The EEO Investigator, will receive and investigate complaints of protected class discrimination and harassment, and related retaliation. Conduct prompt, thorough, equitable, and impartial administrative investigation into complaints which include identifying and interviewing complainant(s) and respondent(s), gathering and assessing information relevant to the investigation, and appropriately applying relevant University, Medical Center, and Long Island Veterans Home (LISVH) policies to determine findings of fact in individual cases. Prepare comprehensive written reports of information obtained during an investigation, including summaries of witness interviews and other evidence gathered, findings, conclusions and recommendations. Review allegations and meet with parties, witnesses and advisors (including union representatives), when appropriate, to gather and evaluate the allegation with the goal of addressing the issue in a timely manner.
The EEO Investigator will have strong analytical and problem-solving skills. excellent verbal, written and presentation skills and strong communication and interpersonal skills. The Investigator shall remain abreast of current federal, state law and regulations, trends in the field of higher education as they relate to Title VI, Title VII, ADA, diversity and equity. The investigator will participate in regular meetings/training to review current practices and policies, with specific emphasis on ensuring consistency in the applicable policies related to the core mission of the office. The investigator must have the ability to handle confidential and sensitive information with discretion and remain professional at all times. Incumbent will assist with and respond to inquiries related to Title VII, Title VI, Title IX and the University's discrimination, harassment, and sexual misconduct policies, as presented by individuals and department heads. The EEO Investigator will determine if there is a violation of applicable policies and procedures affecting both State and Research Foundation Employees. The investigator, when appropriate, will collaborate with other campus resources (e.g. Title IX Investigator, Campus Police, Hospital Security Services, Employee and Labor Relations, Research Foundation, Office of Community Standards, etc.). The selected candidate will have strong communication skills, ability to maintain confidential information, manage multiple priorities and projects. The EEO Investigator is responsible for investigating protected class complaints. The EEO Investigator duties include:

  • Intake and investigate complaints of discrimination and harassment filed by students, staff, faculty, or visitors in compliance with federal and state laws, executive orders, and University policies and procedures. Ensure effective, efficient, thorough and impartial investigations while ensuring attention to detail and accuracy regarding facts, relevance, and investigation documentation.
  • Analyze complaint to identify allegations; interview complainants and respondents; identify and interview witnesses; identify and collect relevant documentation; appropriately document interviews and other investigation findings in a timely manner. Collaborate with other offices (i.e., Labor Relations, Human Resource Services, General Counsel, and University Community Standards) regarding investigations when appropriate.
  • Incumbent will assist with the development and updating of policies and procedures related to Title VII and Title IX.
  • Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes:
This is a Management Confidential position. This is a full time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
